The one-day workshop offers participants training in the intent and components of the HRSA Compliance Manual and Site Visit Protocol, an overview of the HRSA Program Requirement Chapters including primary elements, key changes, and preparation considerations. Additionally, participants receive best strategies (tips) for preparing for the site visit experience.

||Candace J. (Candi) Chitty, RN, MBA, CPHQ, PCMH CCE
President & CEO
Candace Chitty is President and CEO of Quality First Healthcare Consulting, Inc. (QFHC) and Chief Operating Officer for Quality First Management Solutions, Inc. (QFMS). Starting her consulting business with a focus on NCQA accreditation project management, she has expanded her management consulting over the past 17 years to provide consulting services to health plans, physician groups, hospital systems, community health centers, state and federal funded health care programs, pilots, and demonstration projects, and HIT companies.
Through her leadership, organizations have achieved effective results to improve the quality of health care they deliver by making improvements in coordinating the utilization of services, redesigning care delivery system toward patient centered care, developing population health management programs, program evaluation, regulatory compliance for FQHC’s, patient-centered medical home transformation and recognition , health plan accreditation, case management accreditation, quality and risk management, and outcomes measurement and reporting.
Candi brings over 32 years’ experience having held staff, management, and executive level positions in hospitals, physician groups, home health agencies, and health plans. She started her career as a registered nurse. She spent a decade providing acute care nursing care in oncology and transplantation. Following that Candi spent the next six years working in health plans holding management and executive level positions in quality management. In 2009 she joined NCQA as a consultant reviewer conducting the review process for numerous NCQA products including Health Plan Accreditation, Credentialing Vendor Organizations, and Patient-Centered Medical Home. Beginning in 2003 Ms. Chitty began work with HRSA as a grant reviewer and an independent contractor working with 330 grant programs in the areas of clinical services and quality management. She has provided a vast array of consulting including targeted technical assistance, operational site visits, marketing strategies, HRSA special projects, FTCA site visits, and FTCA coaching.
Ms. Chitty holds a Master’s Degree in Business Administration in Health Care Management, a Bachelors’ degree in Nursing, and a National Certification in Healthcare Quality. She is a certified content expert in PCMH.
She is an active member of the National Association of Community Health Centers (NHCHC), the Medical Group Management Association (MGMA), and the Patient-Centered Primary Care Collaborative (PCPCC).
||Valerie Butt, CPA
Valerie Butt, CPA, brings over 22 years of experience in finance for the healthcare community, specializing in Federally Qualified Health Centers. With a BS/BA in Accounting from Old Dominion University, Norfolk, VA, she is an experienced healthcare executive and CPA.
Ms Butt has held positions in hospitals, multi-specialty primary care practice, surgical practice and home health. As a former CFO Ms Butt has the ability to provide all financial management aspects of Bureau of Primary Care Section 330 Grantees including program requirements / compliance, internal & external reporting, cash flow management, financial analysis, systems implementation, internal controls, billing & collections, accounts receivable, and grants management. Valerie's consulting experience includes program assessment, Financial Recovery Plans, mentoring, and training.
Valerie has provided training and speaking engagements for numerous PCAs including IL Primary Health Care Assoc., VA Community Healthcare Assoc., Mid Atlantic Assoc. of Community Health Centers, and the Bureau of Primary Care. The founding CFO at Hampton Roads Community Health Center, Ms. Butt is also a former Treasurer of the Community Care Network of VA.
