Randy Runyon

Randy is the President and CEO of the Ohio Association of Community Health Centers (OACHC). His job is to ensure that OACHC achieves its strategic goals and objectives. Randy joined OACHC in August of 2010 and was previously the Assistant Executive Director of the Community Action Committee of Pike County. Randy Runyon has spent 35 years working with Community Health Centers and community development issues all across Ohio. He has also served on numerous boards and commissions addressing issues that affect Appalachian Ohio. Mr. Runyon has served on the OACHC Board of Directors since 2000.



Jennifer Bowers

Jennifer has been the Director of Finance at OACHC since 2002. She oversees all financial management of the organization including developing budgets and financial policies, compliance with state and federal fiscal regulations and grant programs. Prior to working at OACHC, Jennifer worked for the Union County Health Department as a Fiscal Officer. She holds a B.S. from Franklin University and is a Certified Public Accountant (CPA) from the State of Ohio.

Julie is the Chief Operations Officer. As she expands her role administratively, she continues advocate and advance OACHC’s legislative priorities at the state and federal levels. She also coordinates the association’s grassroots efforts, which allows the OACHC membership to effectively communicate with their elected representatives. Prior to joining OACHC Julie served as the Legislative Liaison for Governor Bob Taft overseeing all health and human services issues, was the legislative aide to former State Representative Merle Grace Kearns (Springfield) and also worked in the Ohio Dental Association’s legislative division. Julie has a B.A. from The Ohio State University. 



Ted Wymyslo, MD

Dr. Wymyslo is the Chief Medical Officer of the Ohio Association of Community Health Centers (OACHC). He works with OACHC leadership and the member practice sites throughout Ohio to improve quality of care, control costs, enhance the workforce of our centers, and expand utilization of the Patient-Centered Medical Home model of care. Dr. Wymyslo is the immediate past Director of the Ohio Department of Health. He also serves at the Senior Advisor to Better Health Partnership. He has been involved statewide and nationally in the integration of public health and primary care as a method to effectively improve population health. For over 30 years he has worked as a practicing family physician, educator, practice organizer and healthcare leader. The American Medical Association,Ohio State Medical Association, American Academy of Family Physicians and Ohio Academy of Family Physicians have recognized him for his service to healthcare and the community. 

Ashley Ballard, RN, BSN

Ashley Ballard is the Director of Clinical Quality. She came to OACHC in 2014 from an FQHC where she has worked as a Staff Nurse, Clinical Manager, and most recently Quality Assurance Coordinator. She has experience with Joint Commission standards and PCMH compliance.  Ashley works with the health centers on Risk Management, Quality Improvement, and Clinical Initiatives as well as provide support to the Quality Personnel. She graduated from Edison Community College with an Associate of Applied Science and Wright State University with a Bachelor’s of Science in Nursing. Recently she achieved NCQA PCMH Content Expert Certification for 2014 Standards. 

Elizabeth Bradley

Elizabeth Bradley came to OACHC in spring 2016, as the Executive Assistant.  Several of her responsibilities include coordinating the scheduling of OACHC leadership, assisting executive leadership in completing projects, meetings and communications, and helping with any other tasks as needed.  Prior to coming to OACHC, Elizabeth retired from the Ohio Department of Health where she served as the Executive Assistant to the Director of Health for the last five years.  She also worked as a medical assistant for a couple of years at a local FQHC.  Elizabeth earned her Associate of Science degree in business administration from Ohio Dominican University. 


Deb Brewer

Deb Brewer MPH, RRT is the Quality Improvement Coordinator at OACHC, joining the team in 2019.  Previously, she worked for the Ohio Department of Health as a Public Health Consultant in both the Tobacco Use Prevention Program and the Asthma Program. She holds a BS Degree in Business Administration, a Master’s Degree in Public Health, and is a Registered Respiratory Therapist with many years of clinical experience. Deb’s areas of clinical experience include: critical care, outpatient program development/management, health education program development, cardiac and pulmonary rehabilitation, home care, and polysomnography. 


Erica Brown

Erica began working as the Chronic Disease Program Manager with OACHC in 2019. She is responsible for developing, implementing, and coordinating programs and initiatives relating to chronic disease prevention and management. Throughout her career, Erica has facilitated improvement of healthcare operations and patient outcomes through acknowledging and reducing barriers, capitalizing on strengths, adapting to change, and enriching collaborations. Erica has supported a myriad of stakeholders in the healthcare industry; including hospital systems, health plans, Clinically Integrated Networks (CIN), Accountable Care Organizations (ACO), and independent physician groups. She received her Bachelor of Science degree in Healthcare Management from The Ohio State University.

Kelly Carey

Kelly Carey came to OACHC in the Spring of 2019 as Director of Policy & Public Affiars. Kelly will be involved in government affairs, public policy and external relations on behalf of OACHC. Previously, she represented clients, including OACHC, in legislative and administrative matters in the areas of health care, property and casualty insurance, workers’ compensation. Prior to that time, she served as Chief of Legislation and Communications for the Ohio BWC and has several years’ experience in the state legislature, serving as legislative aide to two state senators and a state representative. 



Avani Desai

Avani Desai is the Performance Improvement Specialist. She joined the OACHC team in April 2017. Previously, she worked for UNC Health Care, focusing on quality improvement, patient portal enhancements, and patient engagement. She graduated from the University of North Carolina at Chapel Hill with a Master of Science in Public Health in 2016, and has a BS in both Operations Management and Public Health from the University of Maryland. 


Carrie Farquhar

She is responsible for developing, implementing and evaluating the Association’s Workforce Development Program, including administrative oversight of the Ohio Primary Care Workforce Initiative (OPCWI). Previously, she worked at the Ohio Colleges of Medicine Government Resource Center (GRC), focusing her efforts on the Infant Mortality Research Partnership, the LARC Curriculum Advisory Committee and the Health Professions Data Warehouse. Prior to working at the GRC, Carrie administered the state Oral Health and Tobacco Programs for the Ohio Department of Health. She has a B.S.D.H from the University of Missouri, Kansas-City and a Certificate in Public Health from AT Still University, Kirksville, Missouri. 


Marie Grady

As the Program Coordinator for OPCWI, Marie manages, implements, and evaluates the Association’s Ohio Primary Care Workforce Initiative (OPCWI). Marie has 8 years of experience in healthcare and previously served as a clinical coordinator for a large nursing school. Marie earned her Bachelor’s Degree in Business Administration with Concentration in Management from Ohio Dominican University and her Masters in Business Administration from Franklin University.

Lauren joined OACHC in 2013 as the Office Manager and has been a part of the Communications team for the past couple years. She works on a variety of endeavors in the association from events and trainings to website management to general support for her cross-functional teammates. Lauren holds a Bachelors' of Science in Communications from Ohio University, is a Certified Tourism Ambassador (CTA), Google Analytics Certified and has been a Notary Public since 2012.



Susan Lawson

Susan joined OACHC in 2009 and has been managing two oral health projects during this time, the Early Childhood Oral Health (ECOH) grant and the National Oral Health Innovation and Integration Network (NOHIIN) grant. She is also the co-author of the ECOH Implementation Guide. Susan is looked to both internally and externally as an oral health subject matter expert. A graduate of the Ohio State University and Keller Graduate School, she holds a degree in Education and has a Masters of Human Resource Management. Susan came to OACHC after her time at Nationwide Children’s Hospital as the as a Research Studies Coordinator for Dr. Paul Casamassimo, DDS. She coordinated a large scale, multiple visit study on the effects Early Childhood Caries has on weight. This National Institutes of Health grant involved parent motivation assessment, statistics, data entry, counseling, and research protocol management.


Samantha Porter

Samantha joined the OACHC team in 2013 as the Communication & Training Coordinator. She transitioned her role to the Director of Communication & Events in 2017. She is responsible for the planning, implementation, and outreach of the bi-annual OACHC conferences, in-person educational training events and webinars. Samantha is also responsible for maintaining and improving the OACHC website, as well as, overseeing the development of social media campaigns and member communications. Samantha creates OACHC's branded materials for OACHC, including but not limited to website graphics and printed materials. Additionally, she has the responsibility of managing OACHC's membership services and corporate partnerships. Samantha attended the University of Kentucky and earned her Bachelor of Arts degree in Telecommunications.



Teresa Rios-Bishop

As the Outreach and Policy Manager, Teresa champions outreach, enrollment and advocacy initiatives for Ohio’s community health centers. She has a multi-disciplinary background having served in leadership roles for non-profit organizations, a multi-state parking services firm and a digital marketing agency. On the outreach and enrollment side, Teresa acts as a technical assistance resource for health center enrollment counselors. She is also responsible for advocacy efforts; spreading her love of the community health center movement. Teresa earned a bachelor’s degree in Communications from Capital University. 


Jessica Schaner

Jessica graduated from The Ohio State University with a Bachelor’s degree in Health Information Management and Systems (HIMS) in May of 2018. Upon graduating she received her RHIA (Registered Health Information Administrator) certification. The HIMS major as well as the RHIA certification go hand in hand, they both reflect her abilities to interact with all of the healthcare organizational levels such as clinical, administrative, financial, and information systems. Jessica's past experiences has provided her with more professional development in data analytics, information systems, and administrative skills.
As a Health IT Specialist at OACHC she will be the project lead for Ohio Data Integration Platform (ODIP), the data analytic tool we are implementing as well as various quality initiatives, information systems, and data analytics.

Jennifer joined the OACHC team in late 2016, as the Accounting Coordinator.  Her responsibilities include accounts payable and accounts receivables, and providing support to the CFO.  She also assists the Director of Communication and Events with billing, tracking and reporting of event revenues, expenses and profitability.  Jennifer has 25 years accounting experience and previously worked as Staff Accountant for a management consulting firm.




Tiffany White

Tiffany White is the Behavioral Health Program Manager. She came to OACHC in the summer of 2016 from an FQHC where she previously worked as a Quality Coordinator. She has experience with data management, and clinical quality improvement projects. She graduated from Case Western Reserve with her Master’s in Public Health in 2014, with a focus in Global Health, and has her Bachelors in Biology from the University of Dayton.




Vicki Wilcox

Joining OACHC in the Spring of 2019, Vicki is our Office Manager and will be handling all of the property management for our office building such as working with our landscaping, security, cleaning, and maintenance contractors. Additionally, she will work with our IT Support Team, coordinate OACHC meetings, and assist with our bi-annual conferences. She earned her Associate’s Degree in Executive Office Administration from Columbus State and has over 20 years of administrative office experience including 15 years in the public sector as an Executive Assistant. She is also a Notary Public and Certified Virtual Assistant.
